At the end of 2025, 21% of the European Public Prosecutor's Office's active expenditure fraud investigations were related to the Recovery and Resilience Facility.

- The 21% figure comes from the EPPO's own 2025 Annual Report, not from a European Court of Auditors report; the MEP's attribution to the ECA is imprecise.
- EPPO phrases the value as 'approximately 21%' of all active expenditure fraud investigations, based on 512 RRF-related cases out of 518 NextGenerationEU-related active cases.
- The 21% is a share by number of active cases, not by value: the 518 NextGenerationEU cases represent an estimated damage of about €5.08 billion, a small fraction of the €67.27 billion total estimated damage under investigation at end-2025 (which is dominated by VAT/customs revenue fraud of €45.01 billion).
- The EPPO 2025 Annual Report was published on 2 March 2026, i.e. after the end of the reference period but well before the session date of 21 October 2026, so the MEP could have known it.
