The unlocking is conditional, not unconditional: the Commission's own framing is 'subject to the reforms that are being adopted and investments implemented, I am very happy to announce today that we can unlock EUR 10 billion', and the Council states the new plan 'should allow for €10 billion to be disbursed'.
The claim uses the word 'investissements' (investments), whereas the funds concerned are RRF grants/loans and cohesion funds; the RRF portion is a recovery plan, not a classic investment programme.
A further €4.2 billion in cohesion funds was only PROPOSED by the Commission on 23 September 2026 (Reuters), i.e. AFTER the session date of 16 September 2026, so it could not have been part of the claim at the time.
Part of the announced envelope is 'should allow for ... to be disbursed' rather than money actually transferred; the figure therefore reflects an agreed ceiling/authorisation rather than completed disbursement.
