EU member states, with very few exceptions, are following a continuous downward trend in their official development assistance.

- The claim overstates uniformity: per CONCORD Europe, 17 EU member states cut ODA in 2025 — i.e. roughly ten member states did not cut, which is more than 'very few exceptions'.
- The OECD aggregate of -9.8% in 2025 covers the 23 DAC countries that are EU members, not all 27 EU member states, and excludes the EU institutions' own ODA.
- The downward trend is recent, not long-standing: EU collective ODA rose in 2023 to EUR 95.9 billion (from EUR 93.3 billion in 2022), so the decline dates from 2024 onwards.
- The headline global DAC figure of -23.1% in 2025 is driven largely by non-EU donors (the United States alone accounted for a large share); the EU-specific decline is much smaller (-9.8%), which the MEP's phrasing could blur.
