OHCHR explicitly qualifies the figure: 'The number of civilians killed was the highest since May 2022', not since the start of the Russian aggression (February 2022). March 2022, with a far higher verified civilian death toll, remains the peak month of the war.
The claim uses the term 'civilian casualties' but the figure of 437 refers only to civilians KILLED; total casualties (killed and injured) in July 2026 were 3,047 (437 killed + 2,610 injured).
OHCHR notes its verified figures are minimums and that actual casualty numbers are likely higher, as reporting is delayed or incomplete in occupied/contested areas.
The July 2026 report (and the underlying OHCHR data) was published in August 2026, i.e. before the 16 September 2026 session, so the MEP could have known these figures; however, a later OHCHR report covering August 2026 (372 killed) confirms July 2026 remained the worst month of 2026.
