Italy's actual packaging RECYCLING rate is 76.7% (CONAI, 2024) and 77.3% (CONAI, 2025); Eurostat reports 75.6%. Recycling and recovery are distinct indicators and should not be conflated.
Even at ~76-77%, Italy's packaging recycling rate remains well above the EU average and above the EU's 2025 target, so the underlying point of Italian excellence in packaging recycling is broadly supported.
