• The EUR 2,500 billion refers to the TOTAL annual expenditure of EU public authorities on services, works and supplies; the value actually covered by EU public procurement rules is far smaller (around EUR 616 billion per year according to the Commission's 2025 evaluation of the procurement directives), a distinction not made in the claim.
