Omissions

• The EUR 45.4 billion figure covers grant-related RRF transactions only (37 grant payments of EUR 40.1 billion plus clearing of pre-financing); RRF loan disbursements are accounted for separately and are not included in this amount.
• The figure comes from the ECA annual report for the 2025 financial year, published in early October 2026, i.e. shortly before the session of 21 October 2026, so the MEP could have known it.
