The claim generalises to 'energy prices' as a whole, but the Eurostat data only supports the 'highest' position for ELECTRICITY in purchasing power standard (PPS); Romania's household gas price (€5.66 per 100 kWh) was the lowest in the EU in the same period.
The 'highest' ranking depends on expressing prices in PPS (purchasing power standard) rather than nominal euro; in nominal EUR terms Romanian electricity prices are mid-range in Europe, not the highest.
Eurostat also reports that Romania recorded the largest year-on-year increase in household electricity prices in the EU (58.6% in H2 2025 vs H2 2024), which frames the 'highest' result as partly a recent price shock rather than a structural position.
