Roughly 94% of global greenhouse gas emissions occur outside the European Union.

The 94% figure is based on annual territorial (production-based) emissions excluding LULUCF; on a consumption footprint basis the EU's share of global emissions is higher (Eurostat's footprint work puts EU-produced emissions at around 6% of the global total but the EU's consumption-based footprint is larger), which would lower the 'outside the EU' share.
The figure says nothing about historical/cumulative emissions or per-capita emissions, where the EU's responsibility is considerably larger than its current annual share; presenting only the annual territorial share can understate EU responsibility.
The EDGAR 2026 report containing 2025 data was published in 2026, close to the session date; earlier editions (2024, 2025 reports) gave 6.1% (2023) and 5.9% (2024), all consistent with 'roughly 94%'.
