The 40% figure refers to burned surface area (hectares) for the 2026 year-to-date as of early July 2026, not to the number of fires and not to a full-year figure.
The share is a point-in-time statistic: it fluctuates through the fire season and does not necessarily hold for the full year 2026 or for previous years (e.g. in 2025 Spain and Portugal together accounted for a large part of EU burned area, while other years the distribution differs).
Some corroborating articles (e.g. Reuters, JRC update of 12 August 2026) were published or updated after the session date (2026-07-08); the data they cite for the period up to early July 2026 is what the MEP could have known, and it supports the 39.8-40% figure.
