Ten EU member states have still not ratified the CETA trade agreement.

- The European Commission's official EU-Canada trade page currently states that '18 EU Member States have completed their national ratification processes for CETA' and that 'Nine EU Member States still need to ratify CETA at national level: Belgium, Bulgaria, Cyprus, France, Greece, Hungary, Ireland, Italy, and Poland' — i.e. it no longer lists Slovenia, implying a very recent Slovenian ratification that may postdate the 21 October 2026 session.
- The discrepancy is entirely explained by Slovenia: the Carleton CETA Ratification Tracker and Euronews (21 September 2026) both list ten non-ratifying states including Slovenia, while the Commission's updated page lists nine without it.
- Ratification by Belgium is complicated by its regional/sub-federal entities, which is why it is still counted as pending despite federal-level movement.
- CETA has been applied provisionally since 21 September 2017, so non-ratification does not prevent most of the agreement from operating; only the investment-protection and ISDS chapters remain suspended.
