• A significant share of this financing is EU-guaranteed (e.g. under the EU for Ukraine / EU4U Initiative), and the figure refers to signed/committed financing rather than amounts disbursed to date.
• The press releases confirming the EUR 4.5 billion figure are dated 2026; the EUR 4 billion threshold had already been crossed well before the session date of 2026-07-06.
