The 1.26% figure (Commission proposal for the 2028-2034 MFF) is confirmed exactly, but the stated 2020 baseline of 1.13% of GNI is not directly corroborated: the 2021-2027 MFF agreed in July 2020 is generally cited at about 1.07% of EU GNI (€1,074.3 billion in 2018 prices), and Bruegel describes the current level as 'roughly 1.1%'. The claimed 1.13% is marginally higher and may conflate the 2014-2020 MFF, which some sources put at ~1.12%.
The claim omits that the 2020 agreement also created NextGenerationEU (up to €750 billion in borrowing), so the total 2020 package well exceeded the MFF-only ratio; comparing only MFF ceilings is a narrower metric.
The 1.26% applies to the proposed 2028-2034 MFF and is measured against average EU GNI for 2028-2034 (a forward projection), not against current GNI.
