The European Commission continues to pay Turkey €1 billion per year to keep refugee flows closed.

The €1 billion is not an annual lump-sum transfer: EU financing is committed in multi-annual tranches (€3 billion for 2016-2017, a further €3 billion for 2018-2019, and €6 billion mobilised for 2020-2027), so the yearly average is closer to €0.75-0.8 billion rather than a fixed €1 billion.
The funds are humanitarian and refugee-support money (FRIT/Refugee Facility) channelled largely via UN agencies, international organisations and NGOs to refugees and host communities; they are not payments made to President Erdogan or to the Turkish state as consideration for closing borders.
The EU-Turkey Statement of March 2016 was a package combining refugee funding, resettlement and visa liberalisation/accession talks; the claim reduces it to a cash-for-border-control transaction.
One of the sources used (Commission communication CELEX 52026DC0371) may have been published after the 21 October 2026 session date; the underlying figure (the May 2024 pledge) predates the session, so the data period is valid but the MEP could not have known that particular document.
