The EUR 15 billion is described by the Commission as 'net annual savings' from omnibus proposals AND other simplification initiatives, i.e. it is a broader simplification/net-savings figure rather than strictly a reduction of administrative costs.
The same official Commission page also states that the twelve omnibus proposals adopted between January 2025 and June 2026 reduce recurrent administrative costs by EUR 14 billion, a slightly different (and narrower) accounting of the same policy effort.
The EUR 15 billion is presented against the Commission's stated objective of EUR 37.5 billion in recurring administrative cost cuts by the end of the 2024-2029 mandate, i.e. less than half of the target achieved so far.
The official Commission simplification page used as evidence carries data updated to June 2026, i.e. it was updated after the session date of 21 October 2026; however, the EUR 15 billion figure for 2025 was already communicated by the Commission during 2025, so the MEP could have known it.
