• Context: EUR 130.8 billion is the ECA's audit population for expenditure, not total EU spending. In 2025 EU payments totalled EUR 216.4 billion (EUR 176.3 billion from the EU budget plus EUR 40.1 billion in RRF grant payments), so the audited sample/population covers a substantial but not complete share of EU payments.
• The 2025 annual reports of the ECA were published in October 2026, i.e. very close to the session date; the underlying data concern the 2025 financial year, so the period is correct.
