The €10 billion figure is an annual target ceiling ('up to €10 billion') announced by the EIB for 2025–2027, while the actual 2025 volume of commitments outside the EU was €9 billion — which nonetheless fits the description 'nearly €10 billion'.
The EIB 'finances' or 'commits' money outside the EU; it does not 'spend' it in a budgetary sense. Most operations are loans that are repaid with interest, so describing them as 'dépenses' (expenditure) overstates the net cost to Europe.
Outside-EU financing is part of the EIB's statutory mandate and supports EU external policy (Global Gateway), and represents roughly 9% of the Group's total 2025 financing of €100 billion.
The €9 billion/€10 billion magnitude reflects recent years (2025 actual and the 2025–2027 target); in earlier years volumes were lower (e.g. about €7.6 billion outside the EU around 2019), so 'each year' is only approximately accurate.
