The SEK 20 billion figure is the total estimated cost of all measures proposed in the national restoration plan, of which approximately SEK 9 billion corresponds to costs of measures already underway — the incremental new cost is therefore lower.
The estimate was produced jointly by several authorities under Naturvårdsverket's coordination ('myndigheterna bedömer'), and the plan is a national proposal responding to the EU regulation rather than the regulation's cost per se.
