The war in Ukraine has already cost Europe hundreds of billions of euros in loans and grants to Kyiv.

The €231.5 billion figure is total EU support, not only financial 'loans and grants': €77.9 billion of it is military assistance measures, which is not money lent or given to the Ukrainian budget.
The figure is a mix of disbursed and committed/mobilised amounts; the Commission's own page speaks of support 'mobilised', while disbursed macro-financial assistance alone stood at around €43.3 billion.
Repayment terms are omitted: Ukraine Facility lending is structured as loans (up to €33 billion) alongside grants (up to €17 billion), and the G7/ERA-related lending is designed to be repaid from windfall profits on immobilised Russian assets rather than by Ukrainian taxpayers — so the assertion that the money 'will never be repaid' is contested and unverified.
In December 2025 EU leaders agreed a further €90 billion loan to finance Ukraine through 2026-2027, which inflates forward-looking totals but is not the same as money already spent.
The exact composition breakdown beyond the €117.3 bn / €77.9 bn / ~€17 bn headline could not be fully re-verified because the search limit was reached.
