The figure of 1,339 comes from a single advocacy NGO, Prisoners Defenders, which is the only organization that systematically maintains such a count for Cuba; it is not an official statistic and no state or intergovernmental body independently verifies it.
The number is the highest ever recorded by that NGO (a 'record'), which is the most dramatic point in the series; the same source reports lower figures for previous months (1,250 as of March 2026, ~1,197 at end-2025), so the MEP cites the peak of the trend.
