The 52 million starting point is Ukraine's all-time peak (51.7 million at end-1991, 52.1 million in 1991), not the pre-invasion level: in 2021 Ukraine's population within internationally recognised borders was about 41 million, and about 37 million in government-controlled territory.
The most widely cited 2026 estimate is about 28–28.5 million (Ukrainian demographers), not 22 million; 22 million corresponds to the lowest bound of a 22–25 million range quoted by Ukraine's Ministry of Social Policy for government-controlled territory, or to pessimistic expert estimates of 18–22 million.
Estimates vary enormously (roughly 22–35 million) depending on whether refugees abroad (5–6 million) and residents of occupied territories are counted, so no single precise figure is authoritative.
Combining the 1991 all-time peak with the lowest available current estimate maximises the apparent scale of the decline (cherry-picking), even though the underlying demographic collapse is real and well documented.
