The €26-28 billion figure refers to the COMBINED revenue of the EU solidarity contribution for fiscal years 2022 and 2023, not to 2022 alone; revenue collected for tax year 2022 alone was about €16.5 billion (and €9.65 billion for 2023).
A distinction exists between 'collected revenue' (EUR 26.15 billion, as of 30 June 2024) and 'total estimated proceeds' for both fiscal years (around €28 billion), which explains the €26-28 billion range.
The precise figures come from the European Commission's final report published 14-15 May 2025, i.e. AFTER the session date; at the time of the speech (2026-10-07) the MEP could not have known this exact final report, though the figures were consistent with earlier Commission estimates of around €25 billion.
The EU also adopted a parallel revenue cap on inframarginal electricity producers; the €26-28 billion figure covers only the solidarity contribution, not the full €140 billion the Commission anticipated from both measures combined.
