The 200,000 figure comes from the WHO Regional Office for Europe and refers to the WHO European Region (53 countries), which is broader than the EU — the claim's 'Europe' scope is therefore broadly consistent, though not limited to EU member states.
The WHO figure is a modelled estimate of heat-related mortality, not a count of deaths certified as caused by heat; WHO also stressed that nearly all of these deaths were preventable.
Supporting peer-reviewed data: an ISGlobal study published in Nature Medicine estimated more than 181,000 heat-related deaths in Europe over the three summers of 2022-2024 (61,672 in 2022; ~47,690 in 2023; ~62,700-62,775 in 2024), which is consistent with the four-year WHO total of over 200,000.
