The roughly €1 billion figure cited in sources refers primarily to the Action Plan under the Roma Strategy 2030 for 2025–2027 (a planned/approved programme), not to confirmed expenditure already disbursed on settlements.
The opposition party SaS notes that within that 'over €1 billion' action plan only about €125 million is earmarked for infrastructure and long-term investment, the rest covering studies, training and other measures — context omitted by the claim.
The Slovak Ministry of Investments, Regional Development and Informatization (MIRRI) states that €907 million of EU funds were 'vyčlenených' (earmarked/allocated) for marginalized Roma communities, i.e. an allocation below €1 billion, again not proof of money actually spent on settlements.
The claim's framing ('more than a billion euros went into the settlements') converts planned/allocated funding into completed spending, which the sources do not substantiate as such.
