The exact share quoted by the MEP ("nearly a quarter") could not be read verbatim in the sources retrieved: the ECA page confirms 28 RRF grant payments were made in 2024 and that some did not comply with applicable rules and conditions, while the eucrim summary states that the ECA found that of the 28 grant payments paid out to member states, a number of payments did not comply with the applicable rules and conditions.
The ECA metric is a count of individual grant payments affected, based on a small sample (28 payments in one year); it is not the share of RRF money disbursed irregularly. Presenting a count of payments as "a quarter" can create a misleading impression about the share of funds concerned.
Period issue: the 2024 annual report covers the 2024 financial year and was published in October 2025, so as of the 21 October 2026 session date it was no longer the most recent audit cycle (the 2025 EU audit in brief had already been issued).
ECA compliance findings concern the Commission's assessment of milestones/targets and the reliability of payment assurance, i.e. irregularities detected by auditors, not necessarily amounts lost or recovered.
