Some official sources give a slightly lower figure: the European Court of Auditors (Special Report 28/2023) states around €2 trillion, or 14% of EU GDP, is spent each year on public procurement.
The OECD (Government at a Glance 2025) reports public procurement expenditure in OECD-EU countries at 14.8% of GDP in 2023, which is closer to 15% but below it.
The 15% figure corresponds to the European Commission's own estimate (around €2.6 trillion), while other institutions use 13-14%.
