The Union for the Mediterranean, created in 2008 out of the 1995 Barcelona Process, brought together the then 28 EU member states and the southern Mediterranean countries from the Maghreb to Turkey.

- The number of EU member states in 2008 was 27, not 28. The EU counted 28 member states only between July 2013 (Croatia's accession) and January 2020 (Brexit), so the speaker applies a post-2013 figure to the 2008 founding of the UfM.
- The UfM's 43 members are not strictly limited to 'the Maghreb to Turkey': alongside the North African and Levantine partners and Turkey, the membership also includes Albania, Bosnia and Herzegovina, Montenegro, Monaco and Mauritania, i.e. Balkan and non-Maghreb countries.
- Descriptions of the UfM as grouping '28 EU member states' (e.g. Turkish MFA page) reflect the post-2013 membership and do not describe the 2008 founding configuration.
