The fine was imposed on 20 July 2026, i.e. during the summer period, not 'just before this summer'. The €200 million Temu fine (28 May 2026) is the one that occurred 'just before summer'.
The stated grounds were failing to stop illegal and counterfeit goods (unsafe toys, counterfeit clothes) and unsafe products, rather than 'toxic substances' specifically.
The European Commission press release notes AliExpress announced it would appeal the decision.
