The '10 million homes' figure is not a single official Eurostat/Commission headline statistic but a widely repeated estimate, notably from industry analysis (CBRE: ~9.6 million homes, ~3.5% of the housing stock). The MEP did not cite a source.
The European Commission's Affordable Housing Plan and the EIB use different, non-identical metrics (e.g. EIB: 2.25 million additional housing units needed in 2025 alone; Commission: more than 2 million homes per year needed), so the '10 million' stock-shortage figure should be understood as a stock estimate, not an annual flow.
The European Parliament press release and the euperspectives article both reproduce the same rapporteur's quote ('Europe is short 10 million homes'), so they are not fully independent corroborations of each other.
