- The normalized text uses 'adopted,' but the 21st package had only been proposed by the Commission on 9 June 2026 and was not adopted by the Council until 23 July 2026 — after the session date. As of the session date, only 20 packages had been formally adopted.
- The MEP's original wording ('This follows the 21st package of sanctions') is looser than the normalized claim and could reasonably refer to the recent Commission proposal, which was indeed a recent positive development.
