The official formulation is 'up to 5,000 troops' rather than a fixed 5,000-strong standing contingent. The RDC is a modular, scalable framework drawing on pre-identified national contributions, not a permanently standing force.
The RDC became fully operational in May 2025, but its size remains as originally planned under the 2022 Strategic Compass. No official decision to increase the contingent beyond 5,000 had been taken before the session date of 2026-05-19.
