- Latvia had already abolished the death penalty for ordinary crimes in 1999; the 2012 abolition was specifically for all remaining crimes including wartime crimes, making the abolition complete.
- All EU Member States are now legally bound by Protocols 6 and 13 of the European Convention on Human Rights which prohibit the death penalty in all circumstances.
