The magnitude is substantially larger than a bare 'millions' claim: UNHCR recorded about 5.7 million Ukrainian refugees abroad (as of July/September 2025) and 'almost 6.9 million' registered refugees since the start of the full-scale war, while 4.38 million Ukrainians had temporary protection in the EU alone as of 31 May 2026.
The original text attributes the exodus to the EU ('it ... forces millions of Ukrainians to seek refuge abroad'); the statistics document the exodus but do not support that causal attribution — the flight is a consequence of Russia's full-scale invasion of Ukraine.
One Eurostat source (4.38 million under temporary protection, May 2026) was published on 2026-07-10, three days after the session, although the data period (31 May 2026) predates the session; the UNHCR figures cited were available well before the session date.
