€10 billion of the EU research and innovation fund allocation is for start-ups.

Omissions

• The official budget of the current Horizon Europe programme (2021-2027) is €95.5 billion, not €90 billion; the MEP's figure understates the total by about 6%.
• The €10 billion figure corresponds to the European Innovation Council (EIC) budget in the current Horizon Europe; the EIC is the EU's main start-up/SME instrument, but its budget also funds frontier research (Pathfinder) and transition activities, so it is not exclusively 'for start-ups'.
• The period reference ('in the same period' / 'since the start of the war') is imprecise: the €90-95 billion figure describes the full seven-year Horizon Europe budget (2021-2027), not a period starting with the war in February 2022.
• If the MEP intended the proposed 2028-2034 programme (FP10), the European Commission proposed a €175 billion budget on 16 July 2025 — more than double the claimed €90 billion.
• The EIC is only one of several EU channels supporting start-ups (InvestEU, EIB, ERDF, national co-funding are not counted in the €10 billion figure).
