Omissions

• The precise official budget of Horizon Europe 2021-2027 is €95.5 billion, not exactly €90 billion; the €90 billion figure is the Commission's own rounded formulation ('more than €90 billion over 7 years'), so the claim slightly understates the total (by about 5.8%).
• The '€10 billion for start-ups' corresponds to the European Innovation Council (EIC), whose €10.1 billion remit covers start-ups AND SMEs and scale-ups across the whole innovation lifecycle; it is not exclusively start-up funding, and other Horizon Europe instruments also benefit start-ups indirectly.
• The period is imprecise: the €90 billion (and €10.1 billion EIC allocation) cover the full 7-year programme 2021-2027, not specifically 'the same period as the Ukraine funding since the start of the war' (February 2022 onwards).
• The claim concerns the current Horizon Europe programme; the Commission's July 2025 proposal for the successor programme FP10 (2028-2034) foresees a much larger figure (€175 billion under the Competitiveness Fund), which is not what the MEP cited.
